"Spring Board for the Construction Industry - A Model of IT Application"
The open-up
of casino rights, China"s entree of WTO and the development
in West China have triggered numerous business opportunities,
further boosted the development of the economy of Macau,
as well as the construction and property industry. In near
future, property transactions will tend to boom and leading
to a high demand, bringing immediate benefits to trades
like interior engineering, material supply, etc. In long
run, the prospect is clear and positive.
The "Pearl Delta",
formed by Macau, Hong Kong and Guangdong is one of the most
favourable areas for economic development in China. The
cross-border infrastructure is getting more and more fervent
when the construction of casino facilities is gradually
taking place and the government is placing extra resources
in the infrastructure of traffic and technological network.
Therefore, the construction and property industry, as one
of the economic pillars to Macau, has to raise its working
efficiency and benefits through application advanced information
technology and integration of complicating construction
flow, promoting Macau to be an intermedium area with higher
competitiveness.
With such a demand, Mr. Conrad
Wong, the Vice-chairman of Yau Lee Holdings Ltd. and CEO
of VHSoft was invited to be the speaker for the "Spring
Board for the Construction Industry - A Model of IT Application" seminar organized by the Macau Productivity Council and
the Macau Institution of Engineers, aimed to share the experience
of construction IT implementation on March 28, 2003. Using
Yau Lee Group as an example, Mr. Wong shared his experience
with the guests from the government and construction industry
of Macau in the way to raise the quality and the lower cost
through introducing significant construction IT solution
to conventional management system. The gain and lost he
has experienced is valuable for reference.

With the help of "online drawings management system"
, the design department in Yau Lee head office, supervisors
at the construction sites and the precast factory in Shenzhen
can share different kinds of drawings and documents on the
same platform. The centralized management system facilitates
high uniformity and integrity of design data in different
stages. Thanks to the efficient searching, checking and
comparison for drawings of different version, the design
staff can save up to 30% of time everyday from cross-checking
and communication with colleagues.
The "fitting project management system" can optimize the process of management with
the aid of hand-held and desktop computer, to supervise
the attendance and quality of workers. The system provides
the managerial staff a high trace-back ability, facilitating
instant inspection on work progress and better quality control.
Integrated analysis on human resources and building materials
can also be conducted. Hence, the human resources allocation
can be well managed, coupled with a better arrangement on
material procurement and usage. Not to mention, the system
enables a better coordination between Yau Lee, contractors
and developers on quantity, significantly reducing the time
for handling "final Accounts".
By using the "online project
management platform", all the information regarding
the project, such as progress log, documents, drawings,
photos, can be retrieved from the same platform for centralized
management. Each unit can acquire and share the latest information
online according to the personal access authority. The management
staff can also make use of the project management tools
in the platform like web camera, to understand the current
status of the progress, achieving real-time project management.
Presently, by implementation of Construction IT, Yau Lee
is able to integrate different key processes in the project
cycle onto a seamless platform, providing a common communication
platform for the management, construction site, property
developers and contractors.
